Childcare Worker Arrested
A childcare worker has been arrested for striking a child during a diaper change.
Detectives with the Panama City Police Department were notified by the Department of Children
and Families of an incident that had occurred at a local child development center within Panama
City.
Through the course of their investigations and using surveillance video, detectives learned that
Jessica C. Mills, 38, had struck the child with a closed fist during a diaper change, threw a
diaper in his face and forced his legs into his abdomen. According to the DCF report, the child
had severe bruising from the incident.
Mills was charged with aggravated abuse, cruelty toward a child and booked into the Bay County
Jail.
