Childcare worker charged again

For the third time in a week, a childcare worker has been charged with injuring a
child under the age of one while caring for them.

Jessica C. Mills, 38, has been charged with a third count of aggravated abuse, cruelty
toward a child for an incident at a Panama City child development center.

In this case, Mills is seen on video pulling a child out of a crib by his arm in a violent manner.
Mills is also seen trying to conceal the child’s injuries and manipulate the victim’s arm as well.
This incident occurred on Jan. 18th, the same day that Mills struck a child while changing his
diaper, causing extreme bruising.

Subsequent investigation by the Panama City Police Department turned up an additional case
from November 2022 where another child was injured while in Mills’ care.

The investigation into possible additional injuries suffered by children in Mills’ care is ongoing.
The Gulf Coast Children’s Advocacy Center’s Child Protection Team and medical staff have
been instrumental in each of these cases, as well as the Department of Children and Families.

The Panama City Police Department would like parents who think that their child may have been
injured in Mills’ care to call the department at 850-872-3100, or they can report tips
anonymously via the “Panama City PD” Tip411 app.
